Not precisely a murder mystery since we know early on who and why committed the crimes. It's more an exposition of rural India's social problems seen from the eyes of a good and educated cop. On the one hand, there's the infamous caste system that apparently still exists —at least, according to the film's narrative — in rural India. On the other hand, the criminal networks—how they operate and how they infiltrate and corrupt the law enforcement agencies. It's meant to teach us a reality lesson. But unfortunately it is not as edgy as a thriller —it lacks suspense.

Article 15 refers to that part of the Indian constitution that outlaws discrimination on the basis of caste. The title is sardonic since the movie shows the caste system to be alive and well. I'm pretty ignorant of Indian society and politics so I found those aspects of the film a little hard to follow, and things get a little preachy at the end.
