As Inchon citizens run for cover in the pouring rain, a mysterious man walks up Forty Steps and stabs another man to death. He disappears with a briefcase full of cash while his accomplices finish off the dead man's subordinate. The initial police investigation reveals an underground drug world at war. A gritty and tedious with an over usage of editing styles and transitions. When fists are flying or people are chasing each other its mildly amusing, but this is not one of the better Korean films out there.

It's absolutely chaotic to look at with visual tricks and flashy camerawork accompanying the hard-hitting, brutal, but relatively bloodless, action and fights. It's a unique little Korean action-thriller but the plot is lacking and the cops are even more brutal than the drug-dealers they're at war with, so they don't come across as very likeable. It's fun and unique though and worth a look if you like far-eastern cinema.
