A mere shadow of the first film to be sure, there are glaring flaws, and jokes take way too long to play out and don't pay off considering the investment, but if you're looking for a raucous comedy fix, this fits the bill well enough.

The movie pokes fun at [action movie conventions], yet tries to stay its own entity. Unfortunately, try as it may, it can't completely rise above being just a sequel the way you feel it wants. And you can really feel it trying.

If there's a funnier comedy sequel than 22 Jump Street, it probably didn't suggest the studio should market an at-home children's shooting game with phalluses as the targets. So, 22 Jump Street wins.
