It's hard to maintain coherence in a movie this busy, which goes all over the place and overcomplicates a simple "cops and robbers" setup for no reason.

As B-grade movies go, this is pretty much par for the course - the plot is an excuse to show choreographed mayhem and that is what director Miller has concentrated on.
